Vice Chair Nick Keenan testifies at D.C. Council Committee Hearing on Athletic Fields & Permitting Procedures

DC Stoddert Soccer Vice Chair Nick Keenan recently testified before the Committee on Transportation and the Environment regarding a public oversight roundtable convened by D.C. Councilwoman Mary Cheh and Councilman David Grosso regarding the District's Department of Parks and Recreation’s permitting program for use of athletic facilities by residents and non-residents.

According to a press release posted on the D.C. Government website, the Department of Parks and Recreation issues permits for the use of 116 athletic fields and dozens of other recreation centers and facilities. In October 2013, Councilmember Cheh convened a task force of stakeholders and community leaders to review the agency's permitting process and make recommendations for improvement. The purpose of the Roundtable is to receive the task force's report and discuss permitting at the agency.

Keenan's testimony highlighted the organization's concerns with several of the task force's findings and recommendations to the City Council, particularly present policies and procedures utilized by the Department of Parks and Recreation regarding permit applications, the assignment of public parks and recreational facilities to various users, and how the scarcity of all-weather, lighted synthetic fields throughout the District further complicates the increasing demand among youth and adult groups for permitted access to city-owned and operated facilities.
